Digital Nepal framework

Under the digital Nepal framework, eight sectors are identified. Education is one of the sector identified by digital Nepal framework.

Key education targets

  • Ø  Investment at least 20% of the national budget every year.
  • Ø  All school-age children to be enrolled in school the next two years.
  • Ø  100% literacy within 5 years.
  • Ø  Use of ICT to be made compulsory in schools.
  • Ø  Use of E-library.
  • Ø  Investment for involvement of students in research and innovation.

Key government polices

School sector development plan (SSDP), 2016-2023

Aims

  • Ø  Investment of US $10.66 billion from 2016-2023 in multiple education areas.
  • Ø  Support from the EU for the program with a recent funding injection of NPR 700 million directly  directly to the government of Nepal.

Five year Roadmap

  • Ø  Improve the quality of the education sector : structure, primary child education, open education, science and technology…..

 

Despite these initiatives, the quality of education in Nepal falls short of international standards due to inadequate funding, socio economic issues leading to child labor, uneven development between rural and urban areas, lack of basic infrastructure, shortage of trained teachers, unemployability of graduates due to outdated coursework, and insufficient learning materials.

 

Challenges in Nepal’s educational sector

  • Ø  Shortage of teacher per student and lack or training for teachers leads to the less student enrolment.
  • Ø  Lack of develop infrastructure and facilities in both rural and urban institutions and lack of teaching and learning materials.
  • Ø  Lack of funding and support from government.
  • Ø  High dropout rates due to poverty in rural areas, socioeconomic condition.


Digital initiatives roadmap for the ICT in education

Following digital initiatives are identified to unlock the potential of Nepal’s education sector.

Ø  Smart classroom

Ø  OLE Nepal 2.0

Ø  Online learning platform

Ø  Rent-a-laptop program

Ø  EMIS 2.0

Ø  Centralized admission application

Ø  Biometric attendance

Ø  Biometric attendance system and CCTV cameras.

  2. The vision of Digital Nepal Framework looks good. Some changes have been seen but not enough as the internet access and ICT tools in school are being increasing. The lack of coordination, monitoring, quality of the purchased tools and maintenance issues should be raised.
